Authorizes Senator King to introduce a bill amending the Arkansas Data Centers Act of 2023 to regulate blockchain networks and digital asset mining operations.

Grants the Arkansas Natural Resources Commission authority to monitor water usage by blockchain and digital asset mining operations and take action under § 15-22-204 if operations threaten critical groundwater supplies through excessive water use.

Grants the Arkansas Public Service Commission authority to monitor impacts of blockchain and digital asset mining on the electric grid and direct utilities to halt service if operations threaten grid reliability.

Requires both commissions to promulgate rules for implementation, with proposed rules subject to approval by the Legislative Council or Joint Budget Committee under § 10-3-309.

Sets deadline of January 1, 2025, for filing final rules with the Secretary of State, or as soon as practicable after legislative approval if not completed by that date.
