Authorizes introduction of a bill to amend the Arkansas Data Centers Act of 2023 by adding fees for digital asset mining businesses based on extraordinary electrical energy usage.

Establishes tiered annual fees for existing operations: $25,000 for 1-2.49 MW, $50,000 for 2.5-4.99 MW, $75,000 for 5-10 MW, and $100,000 for over 10 MW of monthly electrical consumption.

Requires new operations to submit good faith estimates of energy usage and applicable fees before beginning operations, then provide actual usage documentation within 30 days of completing one calendar year, with refunds issued for overestimates.

Imposes penalties of at least $25,000 per violation for knowingly false statements, with criminal penalties of Class A misdemeanor for first offense and Class D felony for subsequent offenses.

Allocates fee proceeds: 50% to State Securities Department, 25% to Attorney General, and 25% to Department of Energy and Environment, all for oversight and monitoring of digital asset mining businesses.
