Allocates $1,690,000 for refunds, investments, and transfers for the Bar of Arkansas; includes funding for Arkansas Reports ($229,477), court-appointed attorneys ($195,000), and records maintenance technology ($300,000).

Declares an emergency effective July 1, 2024, due to constitutional restrictions on multi-year appropriations and the need for immediate funding to maintain essential court operations.
