Establishes maximum of 782 regular employees for the Department of Commerce - Division of Workforce Services for fiscal year 2024-2025, with positions ranging from DWS Director (Grade SE03) to Administrative Specialist I (Grade GS02).

Appropriates $74,673,373 for Division of Workforce Services Operations, including $33,058,661 for regular salaries, $3,748,866 for extra help, $13,764,665 for personal services matching, and $1,060,000 for overtime.

Appropriates $2,028,150,001 for unemployment benefit payments and expenses, including $1,000,000,000 for federally paid benefits and $1,000,000,000 for taxable employer benefits.

Provides additional appropriations totaling approximately $48.8 million for workforce training programs, adult education, trade adjustment assistance, and other specialized programs and initiatives.

Becomes effective July 1, 2024, and authorizes the Director of Workforce Services to transfer funds between appropriations (except Reed Act Funds and Regular Salaries) with approval from the Chief Fiscal Officer and Legislative Council or Joint Budget Committee.
