Establishes maximum of 2,036 regular employees for University of Arkansas System and Various Divisions for fiscal year 2024-2025 with specified salary rates for each position.

Appropriates $13,696,076 in state operations funding and $75,787,520 in cash funds for System and Various Divisions, including allocations to System Administration ($4,684,994), Archeological Survey ($3,204,465), Criminal Justice Institute ($3,005,238), and Clinton School ($2,801,379).

Appropriates $80,373,773 in state operations funding and $124,562,880 in cash funds for Division of Agriculture, plus $3,113,000 for Soil Testing and Research Program.

Authorizes extra help (temporary/part-time) employees: 50 for System, 700 for Agriculture, 10 for Arkansas School for Mathematics/Sciences/Arts, and 250 for UA Grantham.

Appropriates funding for Arkansas School for Mathematics, Sciences, and the Arts ($15,892,000 state operations and $22,215,000 cash), Criminal Justice Institute ($150,000), Arkansas Research and Education Optical Network ($2,100,000 state operations and $32,000,000 cash), and UA Grantham ($37,100,000 cash funds), effective July 1, 2024.
