Appropriates $775,259 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $426,018 for regular salaries and $143,396 for personal services matching.

Allocates $96,150 for operational expenses, $8,875 for conferences and travel, $72,740 for professional fees, and $28,080 for investigator expenses.

Requires all fund disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws, and to align with stated reasons for adoption as evidenced in budget manuals and legislative testimony.

Declares an emergency clause to make the act effective July 1, 2024, citing the state constitutional prohibition on appropriations exceeding one year and the need for immediate operation of the agency.
