Establishes a maximum of 300 regular employees for South Arkansas College for fiscal year 2024-2025, with detailed salary schedules for twelve-month administrative, academic, and auxiliary enterprise positions.

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act or this act.

Appropriates $7,520,795 from state operations funds, including $4,396,797 for regular salaries, $191,402 for extra help, and $1,346,565 for personal services matching.

Appropriates $22,032,222 from cash funds for personal services, operating expenses, capital improvements, and debt service, including $5,487,746 for regular salaries and $8,885,030 for capital improvements.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and higher education expenditure restrictions; effective July 1, 2024.
