Appropriates $352,420 to the Department of Health - Arkansas Tobacco Settlement Commission for fiscal year 2024-2025, payable from the Tobacco Settlement Commission Fund.

Authorizes one Administrative Specialist III position (Grade GS04) with regular salaries of $40,055 and personal services matching of $16,790.

Allocates funds for maintenance and general operation including operating expenses ($42,575), conferences and travel ($3,000), and professional fees ($250,000).

Prohibits transfer of appropriations under Arkansas Code 19-4-522 except as provided by this act, and allows agency head to request budget modifications with Chief Fiscal Officer and Legislative Council approval.

Declares an emergency effective July 1, 2024, stating that appropriation delays could harm proper administration of essential governmental programs; approved April 25, 2024.
