Appropriates $5,378,824 from state operations funds for personal services including $4,428,824 in regular salaries, $200,000 for extra help, and $750,000 for personal services matching for fiscal year 2024-2025

Appropriates $16,126,000 from cash funds for personal services and operating expenses including $1,750,000 in regular salaries, $250,000 extra help, $4,500,000 operating expenses, $4,500,000 capital outlay, $1,500,000 capital improvements, and $900,000 debt service

Establishes maximum of 243 regular employees across administrative, academic, and auxiliary enterprise positions with specified salary rates ranging from $42,351 to $201,684

Authorizes up to 100 temporary or part-time "Extra Help" employees payable at rates not exceeding those in the Uniform Classification and Compensation Act

Act becomes effective July 1, 2024 and declared an emergency to ensure proper operation of the college
