Establishes maximum of 3 regular employees for the Department of Health - Arkansas Minority Health Commission for fiscal year 2024-2025: 1 Director (Grade GS14), 1 Health Program Specialist I (Grade GS06), and 1 Media Specialist (Grade GS06)

Appropriates $262,564 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $184,687 for regular salaries, $65,193 for personal services matching, $12,184 for operating expenses, and $500 for conferences and travel

Appropriates an additional $25,949 from cash funds deposited in the State Treasury as determined by the Chief Fiscal Officer for personal services and operating expenses

Authorizes the Chief Fiscal Officer to establish a special Promotional Items appropriation allowing the Commission to transfer funds from operating expenses to promotional items upon approval by the Arkansas Legislative Council or Joint Budget Committee

Takes effect on July 1, 2024 with an emergency clause declaring the appropriation essential to agency operation
