Establishes maximum of 2,503 regular employees and 199 extra help/temporary employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2024-2025.

Appropriates $191,229,741 for operations including $95,599,502 for regular salaries, $43,055,342 for personal services matching, and $30,477,449 for operating expenses.

Appropriates additional funds for grants to Special Olympics ($178,768), community programs ($50,000), community provider grants-in-aid ($15,892,045), and inter-divisional programs ($108,644).

Appropriates $1,729,279 in state funds and $1,446,205 in federal funds for Children's Medical Services.

Allocates up to $1,000,000 for elimination of the Autism Waiver Services Program waiting list and requires community-based providers to screen individuals for Medicaid eligibility within thirty days of service initiation.
