Establishes 122 regular employees for the Department of Human Services - Division of Youth Services for fiscal year 2024-2025, including positions ranging from Division Director to Youth Program Specialists.

Authorizes 36 temporary or part-time "Extra Help" employees and 320 contingent residential services positions to be used as needed for residential, educational, therapeutic, and medical services.

Appropriates $14,594,448 for operations including $6,045,268 in regular salaries, $2,331,285 in personal services matching, and $5,612,099 in operating expenses.

Appropriates $2,480,444 for community-based sanctions, $18,821,100 for community services, $12,832,942 for federal child and youth service grants, and $34,616,356 for residential services.

Transfers $240,000 to the Juvenile Ombudsman Program and $400,000 to Juvenile Detention Facilities Operating Fund; effective July 1, 2024.
