Establishes a maximum of 5 regular employees for the Department of Commerce - Division of Aeronautics for fiscal year 2024-2025, including an Aeronautics Director (GS12), Engineer (GS11), Assistant Director (GS08), and two Executive Assistants (GS07).

Appropriates $15,694,433 from the Division of Aeronautics Fund for personal services ($348,015 in regular salaries, $117,889 in matching funds), operating expenses ($228,529), and airport grant funding ($15,000,000).

Appropriates an additional $12,000,000 in federal funds for airport grant funding and related expenses.

Requires all disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2024, to ensure the agency can operate during the fiscal year without interruption.
