Establishes maximum of 105 regular employees for the Department of Labor and Licensing - Workers' Compensation Commission for fiscal year 2024-2025, including 1 Chairman (Grade SE03), 2 Commissioners (Grade SE02), 13 Administrative Law Judges (Grade GS14), and various support staff.

Appropriates $11,435,143 from the Workers' Compensation Fund for WCC Administration, including $6,667,315 for regular salaries, $2,347,533 for personal services matching, and $1,305,495 for operating expenses.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for $21,000,000 in death and total disability claims and $550,000 in refunds/reimbursements.

Appropriates $500,000 from the Second Injury Trust Fund for second injury claims and $140,000 from a cash fund for scholarships and educational conference expenses.

Appropriates $150,000 from the Workers' Compensation Fund for building repairs and maintenance, and authorizes up to 2 temporary or part-time employees at rates not to exceed those in the Uniform Classification and Compensation Act.
