Amends Arkansas Procurement Law to define "public school construction services" and "Consumer Price Index," allowing public schools to use cooperative purchasing for construction services up to $1,000,000 annually with annual adjustment provisions.

Declares an emergency effective July 1, 2024, to ensure continuous operation of essential state governmental programs and functions provided by the department.
