Establishes maximum of 33 regular employees for the Assessment Coordination Division including 1 director, 1 deputy director, and 31 other assessment and administrative staff.

Authorizes up to 3 temporary or part-time employees as "Extra Help" at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $3,741,893 from the Miscellaneous Agencies Fund Account for personal services, operating expenses, assessor's school training ($325,000), and assessment education incentives ($150,000).

Appropriates $55,000 from cash funds and $60,000 from the County Assessors' Continuing Education Trust Fund for operating expenses and continuing education programs.

Appropriates $15,750,000 from the Arkansas Real Property Reappraisal Fund for paying counties and professional reappraisal companies for real property reappraisal services.
