Appropriates $4,274,863 for Department of Education - Division of Higher Education General Operations for fiscal year 2024-2025, including $2,160,509 for regular salaries, $75,000 for extra help, and $710,349 for personal services matching.

Establishes maximum of 54 regular employees and authorizes 15 temporary/part-time "Extra Help" employees for general operations, plus additional staff for State Board of Private Career Education and Northwest Technical Institute.

Appropriates $64,950,000 for student assistance grants and various scholarships including Arkansas Future Grants ($5,000,000), Arkansas Academic Challenge Scholarships ($25,000,000), and Arkansas Governor's Scholar Program ($22,000,000).

Authorizes appropriations for health education grants and loans ($7,117,770), research development programs ($1,000,000), workforce initiative grants ($8,000,000), and graduate medical education residency expansion ($10,000,000).
