Establishes maximum of 246 regular employees for Arkansas State University Three Rivers for fiscal year 2024-2025, with salary ranges from $37,650 (Watchman) to $201,684 (Chancellor).

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $4,628,500 from state operations funds for regular salaries ($3,000,000), personal services matching ($825,000), and maintenance and general operations ($803,500).

Appropriates $25,886,000 from cash funds including regular salaries ($4,000,000), extra help ($686,000), personal services matching ($1,400,000), maintenance and operations ($2,400,000), capital improvements ($15,000,000), and debt service ($750,000).

Act becomes effective July 1, 2024, with an emergency clause declaring the appropriations essential for agency operations.
