Establishes maximum of 289 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2024-2025, including administrative, academic, and support staff positions with specified salary ranges.

Authorizes up to 110 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $6,508,256 from state operations funds for regular salaries ($5,207,070), personal services matching ($1,291,186), and maintenance and general operations ($10,000).

Appropriates $29,000,000 from cash funds for regular salaries ($4,500,000), extra help ($1,000,000), personal services matching ($3,000,000), operating expenses ($7,000,000), capital improvements ($8,500,000), debt service ($1,200,000), and other expenses.

Effective July 1, 2024, with emergency clause declaring immediate effectiveness necessary for agency operations and preservation of essential governmental programs.
