Appropriates $2,000,000 from the General Revenue Allotment Reserve Fund to the Department of Finance and Administration for Pregnancy Help Organization Grants for fiscal year 2024-2025.

Defines "pregnancy help organization" as nonprofit entities existing as of January 1, 2024, that provide services to pregnant individuals with intention of encouraging birth, promote maternal and infant wellness through nutritional support and prenatal care referrals, and do not perform or refer for abortion.

Eligible organizations include crisis pregnancy centers, maternity homes, adoption agencies, and social services agencies providing material support to pregnant individuals.

Requires the Department of Finance and Administration to create a grant program with rules mandating applicants submit spending plans and receive funds in increments rather than lump sum disbursements.

Declares an emergency clause making the act effective July 1, 2024, with all appropriated funds reverting to the General Revenue Allotment Reserve Fund if unspent after June 30, 2025; approved April 30, 2024.
