Reappropriates $233,629 from the Development and Enhancement Fund to the Arkansas Public Defender Commission for expenses related to resentencing juveniles sentenced to mandatory life without parole, effective July 1, 2024.

Prohibits contracts and obligations from exceeding State Treasury funds available, but allows agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency clause making the act effective July 1, 2024, citing constitutional restrictions on multi-year appropriations and the essential need for agency operations.

Establishes legislative intent that funds be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations.
