Reappropriates balance funds from Act 230 of 2023 to the Secretary of State for 11 capital improvement projects totaling approximately $24.5 million, payable from the Development and Enhancement Fund, effective July 1, 2024.

Capital projects include: voting machine equipment replacement ($15,000,000), HVAC upgrades ($6,500,000), roof and window repairs ($2,500,000), stone restoration ($3,500,000), and Business and Commercial Services System Update ($4,000,000).

Additional projects include State Capitol Grounds improvements ($538,112), drain and storm water renovations ($483,000), plumbing and sump pump replacement ($108,393), electrical panel replacement ($212,980), as-built drawings ($250,000), and Green Initiatives ($1,500,000).

Reappropriates $750,000 from Act 479 of 2023 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for historic document digitalization and preservation.

Establishes disbursement controls requiring compliance with state purchasing and budgetary procedures, allows supplementation with grants and federal funds, and declares an emergency effective date of July 1, 2024.
