Reappropriates $537,976 in unexpended capital improvement funds effective July 1, 2024, for abatement of hydronic piping at the state-owned building at 501 Woodlane, from Act 252 of 2023.

Reappropriates $518,125 in unexpended funds effective July 1, 2024, from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects, from Act 479 of 2023.

Reappropriates $450,000 in unexpended funds effective July 1, 2024, from the Development and Enhancement Fund for various maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair for all state-owned real property and facilities, from Act 227 of 2023.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursement of appropriated funds.

Declares an emergency effective July 1, 2024, necessary for immediate agency operations, and requires fund disbursement to comply with stated legislative intent as documented in budget manuals and committee minutes.
