SB68 - Institutions of Higher Education Reappropriation

• Reappropriates remaining balances from fiscal year 2023 capital improvement appropriations to Arkansas higher education institutions, effective July 1, 2024, from the Development and Enhancement Fund and other funding sources

• Provides appropriations to 11 public universities including Arkansas State, Arkansas Tech, Henderson State, Southern Arkansas, UAMS, University of Arkansas system campuses, and University of Central Arkansas for construction, renovation, maintenance, equipment, and deferred maintenance projects

• Allocates funding for specific construction projects including workforce development centers, technology centers, athletic facilities, and historic site preservation across multiple campuses

• Includes appropriations from the Arkansas Natural and Cultural Resources Grant and Trust Fund for historic preservation projects at various university locations

• Declares an emergency effective July 1, 2024, establishing expenditure controls and requiring compliance with state purchasing and fiscal control laws
