Appropriates $2,450,475 from the Miscellaneous Agencies Fund Account for the fiscal year ending June 30, 2025, consisting of $1,650,437 for regular salaries, $555,327 for personal services matching, and $244,711 for maintenance, general operations, and conference and travel expenses.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective date of July 1, 2024, citing the constitutional prohibition on multi-year appropriations and the essential need for immediate agency operations.
