Reappropriates $101,000 in unspent capital improvement funds from Act 224 of 2023 to the Department of Commerce - State Insurance Department, effective July 1, 2024.

Funds are payable from the Development and Enhancement Fund for cemetery maintenance and operations costs for insolvent, perpetually-licensed cemeteries in court-ordered receivership or conservatorship for 5 or more years.

Allows funds to support cemetery acquisition costs (not exceeding $1,000) and grants to nonprofit or government entities for care and improvement of historic perpetual care cemeteries.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2024, citing the constitutional prohibition on multi-year appropriations and the essential nature of agency operations.
