Appropriates $4,000,000 to the Arkansas Department of Education for fiscal year 2023-2024 for Medicaid reimbursement and administration of the Medicaid Reimbursement Program.

Funds are supplemental and in addition to appropriations made in Section 14 of Act 871 of 2023.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Declares an emergency exists because funds for Department of Education operations are insufficient due to unforeseen circumstances, making the act effective immediately upon passage and approval.
