Reappropriates capital improvement balances for the Department of Agriculture from Act 219 of 2023 totaling $5,763 for maintenance, renovation, and agricultural disaster response, and $649 for facility improvements, effective July 1, 2024.

Reappropriates $120 million in bond proceeds from Act 219 of 2023 ($60 million each for two items) for construction of new office space, laboratories, and support facilities for the Department of Agriculture, effective July 1, 2024.

Reappropriates $3,055,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for land acquisition and management at Poison Springs State Forest and Hot Springs Recharge Area Phase 8 ($2,786,000) and Conservation Protection and Forest Management Work Centers ($269,000), effective July 1, 2024.

Reappropriates $69,563 from the Livestock and Poultry Special Revenue Fund for construction, renovation, and equipping of the Necropsy Room at the Livestock and Poultry Diagnostic Lab, effective July 1, 2024.

Declares an emergency effective July 1, 2024, citing the constitutional one-year appropriation limit and the essential need for immediate agency operations.
