Amends Arkansas Code § 19-5-1264 to restructure the Arkansas River Navigation System Fund by removing reference to taxes and penalties and renumbering funding sources (grants, fund balances, and other authorized funds).

Amends Arkansas Code § 19-5-307 to remove the State Cancer Commission from the list of entities supported by the Public Health Fund while maintaining funding for Department of Health operations and regional health centers.

Amends Arkansas Code § 19-6-404 to remove special revenue source § 19-6-301(5) from the Division of Arkansas State Police Fund composition.

Amends Arkansas Code § 19-6-405 to add special revenue source § 19-6-301(241) to the State Highway and Transportation Department Fund.

Establishes maximum allocations totaling $6,311,460,566 for fiscal year 2024-2025 across all state funds and fund accounts, including education, human services, higher education, and various state agencies, with an emergency effective date of July 1, 2024.
