Appropriates $5,000,000 to the Department of Finance and Administration for a State Action Poultry Flock Depopulation Grant Program for fiscal year 2024-2025.

Transfers $5,000,000 from the General Revenue Allotment Reserve Fund to a cash fund for the poultry depopulation grant program upon the act's effective date.

Establishes the State Action Poultry Flock Depopulation Grant Program within the Department of Finance and Administration to be administered by the Secretary, with grants available to poultry growers whose flocks were depopulated by the state, including those depopulated prior to this act's effective date.

Requires the Department of Finance and Administration to promulgate rules by January 1, 2025 (or as soon as practicable after Legislative Council approval under § 10-3-309) covering the application process and grant distribution procedures.

Declares an emergency effective date of July 1, 2024 to ensure the appropriation functions for the fiscal year and to prevent irreparable harm to agency operations.
