Authorizes Senator B. King to introduce legislation prohibiting digital asset mining businesses and miners from using computers manufactured or assembled by covered foreign entities

Prohibits the use of software developed by covered foreign entities in digital asset mining or home digital asset mining operations

Defines "covered foreign entity" as individuals, foreign governments, or other parties listed on the U.S. Consolidated Screening List or Entity List, domiciled in China or Russia, under control of those governments, or subsidiaries/affiliates thereof

Establishes penalties of Class A misdemeanor for first offense and Class D felony for second or subsequent violations

Amends Arkansas Code § 14-1-603 to add the definition and creates new section 14-1-606 governing use of foreign-manufactured computers and software
