Authorizes Senator Irvin to introduce legislation amending the Arkansas Data Centers Act of 2023 to regulate digital asset mining businesses and blockchain network operations.

Establishes licensing and permitting requirements through the Department of Energy and Environment, with application fees not exceeding $5,000 for licenses and permits.

Imposes operational restrictions including sound limits of 60 decibels maximum (40 decibels with soundproofing enclosure) and prohibits water cooling for new operations beginning after the act's effective date.

Prohibits foreign nationals (as defined by International Traffic in Arms Regulations) from owning or operating digital asset mining businesses, with enforcement authority granted to the Attorney General to compel divestiture within 120 days.

Declares an emergency effective upon Governor's approval to address public health, safety, and resource concerns including noise emissions, power consumption strain, water usage threats, and cybersecurity risks.
