Establishes maximum of 644 regular employees for the Arkansas State Game and Fish Commission for fiscal year 2024-2025, with salary ranges from $50,131 to $170,437 depending on position.

Authorizes 185 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $153,298,237 from the Game Protection Fund for operations, including $43,575,548 for regular salaries, $1,750,000 for extra help, $46,701,984 for operating expenses, and $22,738,903 for construction.

Appropriates $5,000,000 from gas lease revenues for maintenance, capital projects, land acquisition, grants, and natural disaster response; $150,000 for conservation partners program grants; $13,250,000 for Black River Wildlife Management Area restoration; and $6,000,000 for the marine fuel tax program.

Restricts the AGFC Director's salary increases to no more than 5% above the June 17, 2024 salary without prior approval from the Legislative Council or Joint Budget Committee; authorizes the agency to transfer funds between line items with appropriate approval.
