Appropriates $2,275,160 from the Constitutional Officers Fund for Arkansas House of Representatives expenses for fiscal year ending June 30, 2025, including $311,500 for employee salaries, $57,000 for personal services matching, and $1,906,660 for maintenance, operations, and expenses

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriation items if they determine allocated amounts are not needed for their specified purposes

Permits unexpended session funds to cover interim operations of House offices including the Speaker's Office, Chief of Staff, Parliamentarian, Chief Clerk, and House Member Services through July 1, 2025

Allows the Speaker to authorize per diem and expenses for House members needed during the interim between legislative sessions, paid from maintenance and operations funds

Contains an emergency clause making the act effective immediately upon passage and approval (approved January 27, 2025) due to session expenses beginning when the 95th General Assembly convened on January 13, 2025
