Appropriates $2,286,852 from the State Central Services Fund for Arkansas House of Representatives staff personal services and operating expenses, including $1,662,250 for regular salaries and authorization for up to 18 regular employees and 7 temporary/part-time "Extra Help" positions

Allocates $1,275,684 for Member Services (13 employees) and $844,000 for Supplemental Staffing (13 employees), covering legislative analysts, committee secretaries, and special projects coordinators

Provides $150,000 for information technology expenses including $125,000 for capital outlay to automate legislative processes, and $50,000 for House Select Committee per diem, expenses, and mileage

Reappropriates up to $2,050,000 from the Constitutional Officers Fund and $2,025,000 from the State Central Services Fund for balances remaining from prior fiscal year appropriations

Authorizes salary flexibility allowing the House to exceed maximum salary levels by up to 20% for one-third of positions and grants transfer authority between appropriation line items with Speaker and Chief of Staff approval
