Repeals the Arkansas Children's Educational Freedom Account Program (state-funded education savings accounts that provided 90% of foundation funding to families for private school tuition, tutoring, curriculum, and other qualifying educational expenses)

Creates a new special education funding category of $3,862 per student receiving special education and related services under an individualized education plan, beginning with the 2025-2026 school year

Establishes the Community Schools Act Fund to support the Division of Elementary and Secondary Education's implementation of the Community Schools Act, funded through general revenues and private/public grants

Removes the exception that allowed foster children to use state or federal funding for placement in nonpublic schools through the Educational Freedom Account program

Repeals the Arkansas Children's Educational Freedom Account Fund (§ 19-5-1277), which had required annual appropriations of at least 2% of net public school enrollment multiplied by the statewide foundation funding amount
