Repeals Arkansas Code Title 21, Chapter 1, Subchapter 8, which currently prohibits collective bargaining by public employees

Removes the prohibition on public employers recognizing labor unions or employee associations as bargaining agents

Eliminates current requirements that public employees who strike be terminated and barred from public employment for 12 months

Amends Arkansas Code § 11-4-205 to restore unrestricted collective bargaining rights for employers and employees to negotiate wages and working conditions

Would affect employees of state agencies, public schools, state-supported colleges and universities, and court systems (current law already exempts law enforcement, firefighters, and certain transit workers)
