Appropriates $250,000,000 to the Department of Human Services - Division of Aging, Adult, and Behavioral Health Services for construction of an additional State Behavioral Health Hospital

Transfers $250,000,000 from the General Revenue Allotment Reserve Fund to a cash fund for the project, effective July 1, 2025 through June 30, 2026

Amends Arkansas Code to remove location-specific references to "Pulaski County" and "Little Rock" regarding hearings at the Arkansas State Hospital, allowing for additional hospital locations

Authorizes agencies to accept and use federal funds, grants, donations, and unobligated cash to supplement state treasury funds for the project

Includes emergency clause making the act effective July 1, 2025 for immediate preservation of public peace, health, and safety
