Prohibits distributing AI-generated synthetic media (deepfakes) that falsely depict candidates or political parties within 90 days of an election, when done with intent to deceive voters or injure reputation

Allows distribution of deepfakes during the 90-day window if they include a clear disclosure stating "This content has been manipulated or artificially generated" that meets specified visibility and audibility requirements

Establishes civil penalties enforced by the State Board of Election Commissioners: up to $1,000 for standard violations, up to $5,000 if intent to cause violence, and up to $10,000 for repeat offenders within 5 years

Grants candidates a private right of action to seek injunctive relief against deepfake publications within 2 years of the election

Exempts bona fide news coverage that acknowledges authenticity cannot be confirmed, content required by federal broadcast law, and satire or parody
