Establishes the Arkansas Sports Raffle Act allowing Arkansas institutions of higher education and their affiliated 501(c)(3) nonprofit organizations to conduct raffles tied to official collegiate athletic events, limited to one raffle per game

Permits raffles to be conducted via digital devices, online platforms, websites, or software applications, with qualifying nonprofits required to have at least 5 years of tax-exempt status in Arkansas

Raffle proceeds may fund student-athlete scholarships, stipends, NIL compensation, athletic facilities, equipment purchases, and general athletic program support

Prohibits raffle ticket purchases by persons under 18, bars casino licensees from administering raffles, and requires unclaimed prizes after 120 days to be retained by the institution

Declares an emergency for immediate effect upon governor approval, exempting these raffles from the Charitable Bingo and Raffles Enabling Act and various alcoholic beverage permit gambling prohibitions
