Establishes a Blue Envelope Program to improve communication between individuals with autism spectrum disorder and law enforcement during traffic stops

Requires the Department of Finance and Administration to develop and make available specially designed blue envelopes by January 1, 2026

Blue envelopes will hold essential driver documents including driver's license, vehicle registration, and contact card

Envelopes must feature communication guidelines on the exterior to help law enforcement officers recognize and adapt their approach when interacting with drivers with autism

Individuals with autism spectrum disorder may voluntarily request a blue envelope at their local department office beginning January 1, 2026
