Creates the Joint Committee on Military and Veterans Affairs as a joint committee of the Arkansas House of Representatives and Senate, consisting of 12 House members (plus alternates) and 8 Senate members from the Senate Committee on State Agencies and Governmental Affairs

Authorizes the committee to meet during regular, fiscal, or extraordinary sessions, during extended recesses, and during interim periods between legislative sessions

Assigns the committee responsibility for reviewing bills and resolutions pertaining to military or veterans affairs, and for conducting continuing studies on related issues

Members receive per diem and mileage reimbursement at standard legislative rates, with staff assistance provided by the Bureau of Legislative Research and support from the Department of the Military and Department of Veterans Affairs

Declares an emergency due to Arkansas's growing military presence and the importance of protecting veterans and their families, making the act effective upon the Governor's approval on February 11, 2025
