Adds persons over 65 years of age on election day as a new category of voters eligible to cast absentee ballots in Arkansas elections

Absentee ballot applications for voters over 65 remain valid for one calendar year unless withdrawn by the voter

County clerks must mail absentee ballots to qualifying voters over 65 no later than 25 days before each election during the calendar year

Amends Arkansas Code § 7-5-402 to expand existing absentee voting eligibility, which currently covers unavoidable absence, illness/disability, and religious observance

Authorizes the Secretary of State to prescribe separate absentee ballot application forms for persons over 65
