Creates the Arkansas Children and Teens' Online Privacy Protection Act, defining "child" as age 12 or younger and "teen" as ages 13-16, with protections applying to those 16 and younger

Prohibits operators of websites, online services, and mobile applications from collecting personal information from children or teens for individual-specific advertising, or retaining data longer than reasonably necessary to fulfill a requested service

Requires operators to obtain verifiable parental consent before collecting personal information from children, and consent from teens themselves before collecting their personal information

Mandates operators provide clear notice of data collection practices and give parents and teens the ability to access, delete, and correct collected personal information at any time

Authorizes the Arkansas Attorney General to bring civil actions to enjoin violations, enforce compliance, and obtain damages or restitution on behalf of state residents
