Appropriates $14,697,089 from the Prevention and Cessation Program Account to the Arkansas Department of Health for tobacco prevention and cessation programs for fiscal year 2025-2026

Authorizes a maximum of 31 regular employees including 14 registered nurses, epidemiologists, health program specialists, and administrative staff, plus 4 temporary/part-time "Extra Help" positions

Allocates $9,221,071 specifically for tobacco prevention and cessation expenses, $603,629 for nutrition and physical activity programs, and $2,278,900 for professional fees

Authorizes transfer of $500,000 from the Prevention and Cessation Program Account to the Breast Cancer Control Fund for Medicaid matching funds for breast and cervical cancer screening and treatment

Positions funded through Tobacco Settlement proceeds are not guaranteed continued funding if settlement funds become insufficient, and state funds will not replace expired tobacco settlement funds unless separately appropriated
