Appropriates $7,974,348 from the State Central Services Fund to the Office of the Treasurer of State for fiscal year 2025-2026, covering personal services, operating expenses, and data processing systems

Authorizes a maximum of 33 regular employees across 23 position classifications, including senior investment managers, chief deputy treasurer, chief compliance officer, and various administrative roles

Permits up to 5 temporary or part-time "Extra Help" employees at pay rates consistent with the Uniform Classification and Compensation Act

Allows the Treasurer to exceed maximum salary levels by up to 20% for up to one-fourth of authorized positions to recruit and retain exceptionally qualified personnel, subject to Legislative Council or Joint Budget Committee approval

Grants the Treasurer authority to transfer appropriations between line items within the Operations Appropriation after approval from the Chief Fiscal Officer and review by the Arkansas Legislative Council or Joint Budget Committee
