Appropriates $50,555,398 for Summer EBT program, $2,629,692 for Medicaid Tobacco Settlement Program operations, $2,131,685 for Emergency Rental Assistance, and $995,113 for Hunger Coalition grants

Requires annual transfer of $7,500,000 from the federal TANF block grant to the Department of Education for the Arkansas Better Chance Program, with proportional reductions if federal funding decreases

Authorizes the department to seek federal waivers restricting TANF benefits to essential purchases (food, clothing, housing, utilities, child care, medical supplies) and limiting cash withdrawals from EBT cards
