Appropriates $142,735,572 from the Arkansas Public Employees' Retirement System Fund for personal services and operating expenses, including $4,769,661 for regular salaries, $85,000,000 for refunds/reimbursements, and $40,000,000 for non-employee benefits

Authorizes $725,000,000 in cash funds for Public Employees Retirement System benefit payments ($675,000,000) and refunds ($50,000,000) to beneficiaries

Appropriates $62,785,950 for State Police Retirement System operations and benefits, plus $29,652,879 for Judicial Retirement System operations and benefits

Establishes a maximum of 78 regular employees and 6 temporary/part-time "Extra Help" positions for the retirement system

Permits inter-fund transfers including up to $250,000 from State Police Retirement Fund and $150,000 from Judges Retirement Fund to cover APERS administrative costs, with provisions effective July 1, 2025 through June 30, 2026
