Allocates $780,000,000 for individual income tax and ad valorem property tax rebates, $200,000,000 for corporate income tax refunds, and $175,000,000 for miscellaneous tax refunds

Appropriates $31,698,670 in federal funds for Victims of Crime Justice Assistance grants and $7,860,355 for Comprehensive Opioid Abuse Program grants, plus $5,251,521 for child abuse and neglect programs
