Allocates $1,137,798 for Sales to Minors Enforcement and $672,327 in federal funds for the Tobacco Inspection Program, along with $1,098,089 from the Arkansas Tobacco Control Revenue Fund for revenue enforcement activities

Provides $1,858,490 for Racing Commission state operations with 14 regular employees and 31 extra help positions, plus $980,409 for cash operations and $25,000,000 for the Purses and Awards Fund transfers

Establishes $2,567,748 for the Racing Commission Casino Gaming Section with 40 authorized employees, funded from the State Central Services Fund

Includes specialized appropriations of $500,000 for Medical Marijuana Commission refunds/reimbursements, $300,000 for alcohol safety awareness programs, $200,000 for compulsive gambling addiction treatment, and $50,000 for cigarette fire safety and prevention
